James Edwin Horstman was born on April 11, 1934 to Evert and Margaret (Cleveringa) Horstman in Sioux Center, Iowa. He was raised on a farm on the west edge of Sioux Center. He attended Sioux Center community school through the eighth grade and received his GED through San Pedro High School in California.

He was united in marriage to Joan Hoekstra on May 31, 1956 at First Christian Reformed Church in Sioux Center. Jim and Joan spent two years living in California while he was in the United States Navy. They moved back to Sioux Center where they made their home and were blessed with four children. Jim worked for Vander Ploeg Furniture and Funeral Home for many years before becoming self-employed, installing flooring.

Jim was a lifelong member of First Christian Reformed Church where he served as an elder and a deacon. He was also a founding member of the local Cadets program. He served on the community cemetery board, and spent many hours doing volunteer work on the grounds. Jim was an original member of the planning and zoning board and took great interest in the town's development. In the past, Jim enjoyed photography. He enjoyed traveling and spending his winter months during retirement in Mesa, Arizona. Jim loved wood and woodworking. He made Heartland Strategy boards, and doll cradles for his granddaughters, amongst many other woodworking projects. He loved learning new things and being able to do things himself. He would say, “If a job is worth doing, it’s worth doing right.”
